In 2015, the newly installed offshore wind power capacity in mainland Chinese amounted to 360.5MW, with an increase of 58.4% compared to the previous year, making China the world’s third largest country in the increase of new capacity; as a result, China’s total installed capacity reached 1.014GW (ranking fourth in the world). Although the capacity only accounted for 20.3% of the target for installed offshore wind power capacity in the 12th Five-Year Plan, i.e. 5GW, in the “National Offshore Wind Power Development and Construction Plan (2014-2016)” announced by China National Energy Administration in late 2014, 44 offshore wind power projects were listed in the construction plan, in which the future total capacity will exceed 10GW. Besides, mainland China’s 13th Five-Year Plan is under preparation, which initially proposes that the construction of offshore wind power with the goal of 10-15GW shall be started by 2020. China will vigorously promote the development of offshore wind power in leaps and bounds during the 13th Five-Year Plan period, and 2016 will be “the year of take- off” for the development of offshore wind power.
