歐盟執委會(European Commission, EC)於2023年11月28日提出「打擊非法移民和人口販運草案」(Proposal for a REGULATION OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL on enhancing police cooperation in relation to the prevention, detection and investigation of migrant smuggling and trafficking in human beings, and on enhancing Europol's support to preventing and combating such crimes and amending Regulation (EU) 2016/794，以下簡稱草案)，主要內容包含：加強打擊非法移民和人口販運的跨機構合作；加強歐盟層級機關間打擊非法移民和人口販運的指揮和調度；增加有關打擊非法移民和人口販運的資訊分享；強化會員國預防及打擊非法移民和人口販運的資源；透過歐洲刑警組織(European Union Agency for Law Enforcement Cooperation)的部署，加強歐洲刑警組織在預防及打擊非法移民和人口販運的作用。
