In May 2010 at the Council for Trade in Goods of WTO, Japan requested the Canadian government to explain whether the regulations for domestic content requirements established by Ontario to encourage the development of renewable energy were in line with the WTO agreements. The Ontario regulations include preferential subsidy measures to local solar energy and wind power operators, while imposing a certain ratio on the purchase of relevant devices produced by Ontario developers. This places relevant Japanese equipment exported to Ontario in a weaker position in regard to Canadian competitors.
