　歐盟於2014年7月23日公布第910/2014號規章「歐盟內部市場電子交易之電子身分認證及信賴服務規章」(Regulation No 910/2014 of the European Parliament and of the Council on Electronic Identification and Trust Services for Electronic Transactions in the Internal Market and Repealing Directive 1999/93/EC, "eIDAS"，以下簡稱本規章)，其為「歐洲數位化進程」(Digital Agenda for Europe) 架構之一部份，旨在推動數位單一市場及跨境數位服務。

　　本規章將取代電子簽章指令(Directive 1999/93/EC of the European Parliament and of the Council of 13 Dec. 1999 on the a Community Framework for Electronic Signatures)，解決電子簽章指令僅就電子簽章為定義及提供憑證服務應具備之條件之規範不足之處。此外......
